I am an independent consultant with deep expertise in public debt management spanning over 30 years. I combine technical rigour with pragmatic advice to help countries strengthen public debt management operations, improve governance and institutional arrangements, and enhance debt transparency.

My services help empower debt offices to:

  • Perform debt management operations more effectively and efficiently

  • Improve debt recording, and data quality and reliability

  • Publish debt bulletins, annual reports, and other debt reports consistent with international best practice standards

  • Strengthen internal controls, especially in relation to back-office operations

  • Reform organizational structures to streamline functions and enhance staff capability

I work collaboratively with governments, regional institutions and development partners to strengthen public debt management. I have worked extensively with international and regional development partners including the Asian Development Bank, Inter-American Development Bank, World Bank, Commonwealth Secretariat, The Eastern Caribbean Central Bank, and Crown Agents. I also work extensively with the International Monetary Fund and its technical assistance centers in the Caribbean (CARTAC) and the Pacific (PFTAC).

I have worked on a wide range of debt management projects in over 25 countries spanning Africa, Asia, the Caribbean, the Pacific, and Eastern Europe. My approach is to understand the unique challenges faced by each country and to provide tailored technical assistance that balances country objectives with sound public debt management practice.

I also engage in research with a focus on debt challenges faced by small island developing states (SIDS). My publications include:

I hold a Bachelor of Science degree in Economics (Honours) from the University of the West Indies, Mona, Jamaica; and a Master of Arts degree in Economics from Queens University, Ontario, Canada.

I am course certified by the International Monetary Fund in Public Sector Debt Statistics, and in Debt Management, Debt Reporting and Investor Relations; and by the World Bank in the use of the Debt Management Performance Assessment (DeMPA) tool.
